3.2.2 Connection
Demand Analysis
The level of demand for technological connection services to electric networks in 2025 decreased compared with the previous year. The total number of applications received by the Company amounted to 44,142 pcs (-5,654 pcs, or -11% on 2024). The reduction in the number of applications was influenced by the slowdown in the economy and weakened investment demand in the regions; lower demand in the real‑estate market, including due to the curtailment of preferential mortgage lending programs; higher costs of individual residential construction; a high key interest rate; and lower real disposable incomes of the population.
In 2025, 23,518 contracts were concluded (-17% on 2024) and 25,048 contracts were executed (-20% on 2024). There was also a 2% increase in the aggregate capacity under concluded technological connection agreements.

Connection requests are waived due to changes in terms for construction of filer’s facility or lack of intentions to construct any facilities; lack of funds or expiration of specifications. Permenergo cancelled 96 contracts with the total capacity of 29 MWmegawatt worth RUBruble 135 million, net of VATvalue-added tax (-48% on 2024). 60% of contracts were cancelled by 0-15 kW applicants (48% of cancellations done by individuals). Sverdlovenergo cancelled 99 contracts with the total capacity of 66 MWmegawatt worth RUBruble 454 million, net of VATvalue-added tax (+8% on 2024). 30% of contracts were cancelled by 0-15 kW applicants (25% of cancellations done by individuals). Chelyabenergo cancelled 158 contracts with the total capacity of 51 MWmegawatt worth RUBruble 214 million, net of VATvalue-added tax (-33% on 2024). 61% of contracts were cancelled by 0-15 kW applicants (46% of cancellations done by individuals).
